A Message from RLDA VC

Dear Visitor,

RLDA is a Statutory Authority, under the Ministry of Railways, set-up by an amendment to the Railways Act, 1989, for development of vacant Railway Land for commercial use with an objective of generating revenue by non-tariff measures. RLDA is entrusted with four key mandates commercial development, railway station re-development, colony re-development, and development of Multi-Functional Complexes (MFCs).

Indian Railways has approximately 43,000 hectares of vacant land across India. The commercial sites are spread across India and have a potential of Rs 7500 Crores. RLDA has over 109 commercial (greenfield) sites across India for leasing, and the eligible developers for each will be selected through an open and transparent bidding process. The development initiatives of RLDA will not only put the vacant land parcels to better use but also lead to commercial development and shape a New India in sync with futuristic vision and aspirations.

RLDA is currently handling 84 railway colony redevelopment projects and has recently leased out 3 railway colonies in Guwahati & Secunderabad for redevelopment.

Among our key mandates is the re-development of railway stations across India on various models such as PPP, joint development with state/PSUs, EPC, etc. This mandate is an integral component of the Smart City Projects launched by the Government of India. RLDA is currently handling 112 stations in a phased manner. RLDA has prioritised prominent stations like New Delhi, Tirupati,Dehradun, Nellore, Cuttack, Puducherry, Lucknow, Ernakulam and Puri for redevelopment.

The redevelopment of these stations will offer state-of-the-art amenities and the superior experience to consumers. Some of the proposed amenities of the redeveloped station include an elevated concourse,multi-level car parking, food courts, hotels, and offices. A number of these projects are prominent tourism destinations with historical significance.The modernization and up-gradation of the stations shall boost travel experience without diluting the historical significance of the building. It will have a multiplier effect on tourism, real estate,retail development, employment generation and thereby incur a cascading effecton regional economic development.

Private players are expected to be our strategic partners in these redevelopment projects. The collaboration will be the key to overcoming challenges and tapping new business opportunities as we explore synergies with the private sector. It is heartening that all our projects have received an overwhelming response from leading global firms.

I am glad to share that RLDA has been tirelessly working towards achieving its goal of generating revenue for Indian Railways. We achieved total earnings of Rs.933 Crore during 2019-20.The year also saw RLDA awarding lease contracts to our developer partners with an overall value proposition of Rs 1553 crores.
